When towing my 2007 toyota matrix automatic on a dolly, do I lock the steering with the wheels centered or do I turn the ignition on and leave the steering unlocked?

Steering wheel should be locked.

..That depends completely on the dolly, and if it has a pivot table or not.

If the dolly has a pivot table, then yes, leave the steering column locked. OTOH, if the dolly does NOT have a pivot table and relies on the towed vehicle's front wheels to steer, then you need to keep the steering column unlocked, which does mean in many cases you have to leave a key in the ignition.

Look at the instructions or manual that came with your dolly, to answer this question.

I take it this is a 2WD Matrix and not a AWD model?

Yes it is a 2 wheel drive and thank you my question has been answered. My dolly does have a plate to help turn. Thank you again to those who have answered.
