I see the black band, mine is white of course but where does it go? I haven't seen one for quite a while. If I remember correctly I think it goes around the reservoir assembly to hold it together. I also seem to remember it wasn't really a critical part. Not necessary. You could just put a zip tie around it if you were worried about it. I think there might be a groove that makes it obvious where to put the zip tie.

It is the black band in the replacement part number 24630 reservoir assembly. Google Thetford 24630 and look in the images. I don't remember how to post images on here.

RE: No hot water flow, stopped up ?

There is usually a check valve on the hot water outlet. Those fail and block hot water from leaving the water heater. The top fitting on the rear of the water heater.
