Why even consider TP returns? Over time any household will use it up. Or share it with children, grandchildren, relatives, or anyone in need that doesn't have enough.

As far as returns on TP we wouldn't even be having this conversation if stores had brains enough to limit quantities in the first place. When I went to Sam's today I was talking to a gentleman who had gotten a 96 roll pack from a janitorial supply house THEN went to Market Basket for more. Really? Again, it was just he and his wife. Must be the brother of the other guy I met at Market Basket last weekend!
I saw an interview on the local news with a Publix store manager that said he started a 24 roll limit per purchase as soon as he saw the rush beginning. He said families would come in and each adult and child would make separate purchases. He said his shelves and back room were bare within 24 hours and now his employees don't even have to stock the shelves when a truck rolls in. They just roll out a trolley load of TP and it's gone before they can get to the shelves with it.

In two months there is going to be an explosion of fat people, but with clean hands hand clothes. Food especially meat needs to be eaten within a short time.
All those tons of snacks might last the full two months.
Wife said laundry supplies were all gone and of course hand sanitizer and soap.Come Halloween whole towns will be TPd..

One local store is completely out of bread, buns, and rolls.
But they had plenty of flour and yeast.
So we will fill our house with the aroma of fresh baked bread.

Couldn't wait to get some warm bread with butter on it. She use to make killer sticky buns at the same time with raisins and nuts in it along with lots of cinnamon.

I started as a joke. But with many people pay checks coming as normal, will discover the cost of all the horded supplies will not be affordable
Of course if your check don't come that extra food might help
Some of what is going out of stores will be used to replace what many would eat out.

My middle sister is up the creek. She and her husband never eat in. Well, they didn't use to never eat in.
I'm not sure that she can even cook.

I think many people are going to become more and more aware that governments aren't going to be able to solve the current disasters taking place (although they go through great efforts to do so), and will need to come to the conclusion that it will eventually take a "higher power" to provide a permanent solution.
