Closed until either a vaccine or the rate in the uS drops to the same, or lower, than Canada's

With the numbers already back up in most areas of Canada they are already talking of increasing restrictions again. If that happens it will undoubtedly have a very big negative influence on the decision to reopen the border.

Few in the aviation community believe the border will reopen before next spring.

Canadian Snowbirds can leave...by air only. The US will not allow Canadians to cross the US border right now. Part of a reciprocal agreement between both countries to limit the spread. This has large support among the Canadian population.

You are asking the wrong guy. Ask the US goverment. Canada has no restrictions on Canadians leaving the country.

....this only means that Canada can keep out all non-essential travelers arriving by road. That's it. Canadians can still fly out to numerous countries on non-essential travel (including the US and Mexico), providing that the Canadians follow the myriad protocols put into place by countries allowing non-essential travel.

...despite the reciprocal conditional relationship so common entre Canada and, indeed every country on Earth, the US could simply unilaterally "open" their southbound borders to Canadians (under some yet unknown set of protocols; not/or including a saliva test for every entering Canadian, processed at the larger border facilities, in 15 minutes). I can see this happening IF snowbirding destination industries lobby hard enough. Canadians heading south by road meeting some yet unknown US border entry criteria (like having a rental agreement at a snowbird destination for a minimum 1 month period, have valid Canadian-issued covid health insurance, and passing a border saliva test).

But really, who knows what will happen.

Unless I completely misunderstood your post, no, the US cannot simply open their border. By a very old mutual agreement the US / CDN border can only be closed / opened by mutual agreement, either side has the power of veto over the other.

It is part of the agreement that also includes things like free passage and not militarizing the border.
